The following policy was approved by the Board of Trustees on July 27, 1984.
The Bylaws of the Michigan State University Board of Trustees state that "the Constitution (of the State of Michigan) confers upon the Board of Trustees the freedom, power, and responsibility to develop a free and distinguished university and to promote the welfare of mankind through teaching, research, and public service." 1,2,3
As the primary functions of an academic community, learning, teaching, scholarship, and public service must be characterized by a fundamental commitment to academic freedom and maintained through reasoned discourse, intellectual honesty, mutual respect and openness to constructive criticism and change. Faculty members, as central to this community, serve as scholars pursuing the search for knowledge and its free expression, as teachers instructing students, and as professionals and citizens contributing special knowledge and skills through public service and community participation. In the performance of all these functions faculty members are held accountable to the University, in accordance with established policies and procedures, by the Board of Trustees which, as an elected body, is responsible to the people of the State of Michigan. 4
In order to carry out the mission of the University, faculty members, as members of both the academic and the broader public community, have the right to a clear statement of academic freedom, tenure, and other fundamental faculty rights and responsibilities. The purpose of this document is to acknowledge these fundamental rights and responsibilities. 5
Academic Freedom and Responsibility
Michigan State University endorses academic freedom and responsibility as essential to attainment of the University's goal of the unfettered search for knowledge and its free exposition. Academic freedom and responsibility are fundamental characteristics of the University environment and are always closely interwoven and at times indistinguishable. Academic freedom and responsibility are the twin guardians of the integrity and quality of universities. The University looks to its faculty members to exercise their rights responsibly and to meet their obligations fully as professionals. Faculty acceptance of their responsibilities to students, colleagues, the scholarly community, and the public explains in great part why society historically has accepted the concept of academic freedom and has afforded its protection through the institution of academic tenure.
For faculty members, the principal elements of academic freedom include:
The right, as teachers, to discuss in the classroom any material which has a significant relationship to the subject matter as defined in the approved course description;
The right to determine course content, grading, and classroom procedures in the courses they teach;
The right to conduct research and to engage in creative endeavors;
The right to publish or present research findings and creative works;
The right to engage in public service activities; and
The right to seek changes in institutional policy through established University procedures and by lawful and peaceful means.
Academic freedom carries with it responsibilities. For faculty members, the principal elements include:
The responsibility to carry out assigned teaching, research, and public service duties in a professional manner and in keeping with University policy;
The responsibility, as teachers, to refrain from introducing matters which are not consistent with their teaching duties and professional competence and which have no significant bearing on the subject matter of the course as approved under University procedures;
The responsibility to pursue excellence and intellectual honesty in teaching, research, and other creative endeavors and in public service activities; and in publishing or presenting research findings and creative works;
The responsibility to encourage students and colleagues to engage in free discussion and inquiry; and to evaluate student and colleague performance on a scholarly basis;
The responsibility to work in a collegial manner with appropriate individuals and bodies to encourage the free search for knowledge; its free exposition, and the University's continuing quest for excellence; and
The responsibility to differentiate carefully their official activities as faculty members from their personal activities as citizens and, when the situation warrants, to make it clear that, when speaking as private citizens, they do not speak for the University.
The above list provides a summary outline of the principal elements of academic freedom and responsibility. More detailed and explicit definitional statements applicable to specific faculty rights and responsibilities are set forth below under the following headings: Academic Tenure, Academic Governance, Teaching, Research and Creative Activity, Public Service, Relations with Colleagues, Relation to the University and the Community, and Resolution of Conflicts.

CTLI Educator Story: Makena Neal
This week, we are featuring Makena Neal (she/them), PhD, one of the Center for Teaching and Learning Innovation's educational developers! Makena was recognized via iteach.msu.edu's Thank and Educator Initiative! We encourage MSU community members to nominate high-impact Spartan educators (via our Thank an Educator initiative) regularly!

You were recognized via the Thank an Educator Initiative. In one word, what does being an educator mean to you?
Praxis
What does this word/quality looks like in your practice? Have your ideas on this changed over time? If so how?
When I think about being an educator, I also think of being a lifelong learner. I really like the word “praxis” because it can describe so many things when it comes to teaching and learning. As an educator, I see my role as designing and facilitating learning experiences in ways that engage participants in reflection and meaning making. Praxis for me is moving beyond content, to the application of that new content in one's everyday life. Because each learner’s positionality and experiences are unique, the ways they could practically employ new information in their life is also unique. My role as an educator is to intentionally build space and opportunities for learners to engage in this practice.
Praxis also connects directly to my on-going growth and development as an educator. As I seek out opportunities to learn new skills and information, interact with new individuals in the Educator Network, and collaborate across new spaces… I too must engage in a practice of reflection and meaning making. My own praxis as an educational developer means intentionally connecting new knowledge with what I already know, and using that knowledge collectively to engage in the practice of educator development.
Here are some definitions of/ideas about praxis from other scholars that resonate with me:
Paulo Freire (1972, p. 52) described praxis as “reflection and action upon the world in order to transform it”.
Ortrun Zuber-Skerritt (2001, p.15) defines praxis as “The interdependence and integration – not separation – of theory and practice, research and development, thought and action.”
Five assumptions about knowledge and knowing that underpins praxis (White, 2007):
Knowledge/knowing is inherently social and collective
Knowledge/knowing is always highly contextual
Singular forms of knowledge/knowing (e.g. empirical or experiential) are insufficient for informing complex, holistic practices like [youth, family work and community work)
Different knowledges/ways of knowing are equally valid in particular contexts
Knowledge is made, not discovered. (p. 226)
My ideas around who “counts” as an educator and a knower, what teaching and learning is and where it can [and does] happen, have all shifted drastically over my years at MSU. I credit my learning and experiences in MSU’s Liberty Hyde Bailey Scholars Program (both as an undergraduate and a graduate fellow) as a catalyst for the changes in my perspectives. Followed by my doctoral research in the Higher, Adult and Lifelong Education program at MSU (specifically the mentorship of my committee- Drs. Marilyn Amey, John Drikx, Steve Weiland, and Diane Doberneck) I am very proud of the work I now do to advocate for and serve a broadly defined and intentionally inclusive community of educators in my role.
Tell us more about your educational “setting.” This can include, but not limited to departmental affiliations, community connections, co-instructors, and students. (AKA, where do you work?)
I am an educational developer with MSU’s Center for Teaching and Learning Innovation (CTLI). I focus on efforts and initiatives that recenter teaching and learning for Spartans by advancing MSU’s culture toward recognition and support for all educators. I take a hands-on approach to collaboration, and enjoy working across a variety of units on campus. A lot of really wonderful educator work happens at MSU, and I am dedicated to advancing aligned educator development in our decentralized spaces by cultivating and continually engaging in MSU Educator Network.

What is a challenge you experience in your educator role?
There are two challenges that I’ve experienced as an educator, regardless of my formal role.
Ground-level buy-in to the broad definition of educator… we can intentionally build offerings and lead experiences for an inclusive group of folx at MSU, but if people don’t identify with the “educator” nomenclature, they won’t show up.
Capacity… I always want to do more, but need to navigate my own professional development, my life’s other roles and responsibilities, and the scope of CTLI.
Any particular “solutions” or “best practices” you’ve found that help you support student success at the university despite/in the face of this? What are practices you utilize that help you feel successful as an educator?
Working with individuals to highlight their impacts on the teaching and learning, outreach, and/or student success missions of the university WHILE engaging positional leadership in similar efforts can help. This is one of the reasons I’m very proud of the Thank an Educator Initiative, and connected #iteachmsu Educator Awards. We established the Thank an Educator initiative and are recognizing those individuals with the #iteachmsu Educator Awards to:1. help demonstrate the diversity of educators across roles on campus2. celebrate the amazing individuals we have shaping the learning experiences and success of students on our campus. 3. help individuals associate their name/work with “educator” and embrace their educator identity
What topics or ideas about teaching and learning would you like to see discussed on the iteach.msu.edu platform? Why do you think this conversation is needed at MSU?
I am always looking for ways to integrate core teaching & learning best practices into the ways we design and facilitate offerings and experiences. One example of this would be to not limit ourselves to “one-off” programs on diversity, equity, inclusion, justice and belonging (DEIJB)- but to integrate DEIJB into all our work and model some ways educators can think, apply, reflect DEIJB in their contexts.
I would also encourage educators to use the iteach.msu.edu platform as a way to engage in on-going dialogue about your practices. The functionality of the platform exists to support educators in sharing ideas and resources, connecting across roles, and growing in their practice. It is a space built for educators, by educators- theoretically this is awesome, but practically this means the site can only be what people make it; can only serve as a place for resources and ideas if educators share their resources and ideas. What are you looking forward to (or excited to be a part of) next semester?
The 2023-24 academic year will be the first full year with a fully established CTLI. I’m very excited to be moving into a year of fully articulated core offerings and experiences with my colleagues. All of this along with a new CTLI Director and a physical space in the MSU Library!

As we look to the Spring 2024 semester, we are also approaching the one-year mark of the violence of Feb 13, 2023. The university’s commemoration events are being designed to provide opportunities for all members of our community to come together and take the time and space they need for ongoing healing.Plans are underway for a student-led day of action and an evening remembrance gathering on Feb. 13, 2024. Committees consisting of students, staff, and faculty are actively planning these university-wide commemoration events. Committee members are engaging interest groups for additional input as they work through the details.
As a reminder, there will be no classes held on Feb. 13, 2024, though the university will remain open to support students and our community.
Guidance to Campus in Support of Unit Level Efforts
To ensure that our campus is handling the commemoration of Feb 13 in the most sensitive and trauma-informed way as possible, it is not recommended that groups, units, or offices hold smaller commemoration events.
If your unit is considering an independent commemoration event, here is some trauma-informed guidance to consider:
Be aware of the university-wide events and avoid overlapping efforts, if possible. Additional timing, location, and details will be announced soon, and updates will be regularly available here. Additional timing, location, and details will be announced soon.
Ensure invitees are well prepared for exactly what will occur at your event, so that the details and their participation is not met with surprise.
Describe your event as fully as possible – what will you be doing, where will it be, what is expected of attendees or participants?
Attendance should always be optional, and participants should be able to exit easily at any time.
Commemorative events should not be a source of retraumatization, to this end, we do not recommend that individuals publicly share personal stories or that groups engage in expression of memories and experiences from Feb 13.
Providing narratives or listening to others’ stories can be quite activating for those who have experienced trauma.
Without the support and direction of mental health professionals, this type of exercise can create additional distress, often unexpectedly.

They typically require 90 days notice for many approval processes, so contact them as early as possible for support.
MSU counseling staff will not be readily available for individual unit events, as MSU will be utilizing 3rd party support for presence at university-wide events, and MSU UHW staff will not be on duty to provide them an opportunity to engage in commemorative events. Plan accordingly.
Notify ORSC about your planned commemoration efforts, so that publicly announced offerings can be shared via our website and any important coordination can occur.

Who is ORSC?
In April 2023, Michigan State University established the Office for Resource and Support Coordination, a temporary office to coordinate the university's continued response and supportive resources following the Feb. 13 violence on campus. The office is led by co-directors Natalie Moser and Dave Brewer.
Moser currently serves as the director of the MSU Psychological Clinic and is a founding member of the university’s Trauma Services and Training Network. She is a licensed clinical psychologist, a leading expert in anxiety and has expertise providing consultation to families and communities. She holds a doctorate from the University of Delaware.
Brewer most recently served as the director of building services for MSU Infrastructure Planning and Facilities and was a key architect behind the university’s logistical response to COVID-19 to ensure the health and well-being of the campus community. Brewer has been an active member of the university’s Emergency Operations Center and training and planning efforts. He holds a doctorate in mass communication with a focus on organizational communication from the University of Alabama.

Some digital textbook platforms are adding features that allow students to engage more deeply with the text or collaborate with peers. The premise is that increasing student engagement, collaboration, and community will improve student understanding of course content. This learning technology demonstration includes a summary of findings spanning Spring 2021 to Spring 2023 following use of such a platform in one undergraduate section of ISS205 Big Ideas in Social Science, three undergraduate sections of ISS310 People and Environment, one lower-division undergraduate section of GEO203 Introduction to Meteorology, and one upper-division undergraduate section of GEO480 Undergraduate Seminar in Geography. Findings suggest gains in student engagement, collaboration, and assessment, particularly when reading is supported with required assignments. The online platform used is Perusall® (pronounced “peruse-all”), which launched at Harvard University in 2015. To date, the business has served 2 million students at 3000 educational institutions in 90 countries. Following free registration, instructional content guides a new educator through creating a course or a new student through registering for an existing course. Educators may select textbooks from a vast digital catalog, at which point students may purchase access to the digital textbook at a competitive market price. Current features include assignments, quizzes, analytics, confusion reports, chat, grade book with synchronization to learning management systems, and more.
